Several countries in North America share dialing plan North American
Numbering Plan (NANP) and do not require to dial international dialing
prefix when dialing from one country to another NANP country. For
example calls from US to Canada can be dialed without requiring
international calls. Is it possible to block calls from US to other
countries under NANP and if yes how is that done in a wireless network.

Every country has a different area code, so it's easy to block calls
by digit prefix. If, for example, you wanted to block calls to, say,
Barbados, block calls starting 1246. For Montserrat, block 1664.
