redirecting phone calls

Hello,

We are developing a website which would enable people to contact each
other
by phone,
though we do not want to give away their actual phone number (to
prevent harrasments), so we need some way of connecting them or hiding
they're phone-numbers.
We cannot bill them directly for any service using credit cards, but
only through micro-payment billing (telephone billing or SMS reverse
billing).

Is there any low-cost solution for doing so (without buying a server
+telephone switch and redirecting using software+hardware) ?
